A couple of issues arising from your emails; first off, the means whereby you came into this money. "We have managed to move funds belonging to some demised persons who died through a ghastly motor accident left The total amount of US$16.5, Million dollars in cash" - I recall in my service in Iraq how my unit came across huge stashes of money, millions of dollars and dirhams and so on, but we didn't keep any of it; it wasn't ours to keep. But that's the Marine way; maybe the Army's different. Let's move on from that.
You wrote this; "I am still waiting for your information so as to start processing your name in a Document as the real owner of the funds" - but I'm not the real owner; why would you do that?
