Why is a "immunity.diplomat" having problems with customs?

Diplomat Andy is on the case....this is the email received out of the blue....(the irony being his email address is "immunity.diplomat@xxxd.com" 
My old man character is well...cantankerous...and a man of few words....
Two days pass and diplomat Andy is back on the case...in big bold letters I receive....(please note the pink lettering) 
As luck would have it, my character just so happens to live in new york....

Good day sir I just arrived to the John F Kennedy International Airport in new york united states, with your parcel contain ATM card to deliver to you and I am having a problem with your custom agent in the airport, asking for the certificate clearance of the parcel. Through the scanning of the card it worth $2.5million dollars which must be cleared, so you are advice to contact me right now to get the matter resolved.

There should be no problem if you are a diplomatic courier...
Thanks for your respond, I went to the customs office New York and they are demanding for your present or you pay for clearance, before they will release the parcel to me to deliver it to you. So am waiting for your respond over the clearance. Please do quickly I don’t have much time here again.

I have some errands to run before heading to the airport and I will be without my email as I am an 83 years man and do not have a smart phone. Depending on traffic I should be at Kennedy between 1:30 and 2:00. I will make my way over to the international terminal and find the customs office. I do not have a smart phone but I do have a filp phone so you can call me at (5@9)-457-0051. (all circuits are busy test number)

The reason is that the parcel contain ATM card what of $2.5m dollars which is are above the law that is what they say. I will be in customs offices waiting for you, once you come in ask of Andy Johnson, I am with the security agent.

This is interesting in that in all my years of baiting I have NEVER had a scammer tell me to come down to the airport. Usually 1001 different excuses as to why they can not meet.
