Why do scammers hire who they do for call centers?

I've been waiting on an important phone call for the past few days, so I've been allowing my ringer to be on and also have notifications turned on while I wait. I've been getting a lot of scam calls on my various numbers (I use for baiting and my own personal number). Thing is, a lot (Not all) of these calls are only 'slightly' illegal. I am mainly talking about the Medicare calls. A lot of times these fools are just hired by US companies to break the law and be the first to contact you. US law says you can NOT be contacted by an insurance company about your Medicare needs. Many companies get around this by hiring companies in India to mass dial people and break the law for them and transfer you to a US insurance company. I had conversations with the companies they transfer you to and they wash their hands of the previous company and say they are a separate company and have no control over what they do. I tried to suggest it was odd that they randomly call people because their company pays them too... but they sometimes (not always) act like they have no control over the other company or it's practice's.
When you talk to someone they have a hard time understanding ANYTHING and are quick to hang up. If it's not in their script... like just asking them randomly in the conversation how their day is going, they don't know how to respond or sometimes what you even asked and will hang up on you.
I wonder if they ever know that most of the people they hire don't even understand most of the words on their script... guess they are hoping that the person they talk to on the phone just say "Yes" or "no" because you say ANYTHING other than that they don't understand and hang up.
