Some scammers are worth taking time over when baiting. Other scammers, not so much. Here’s one of the latter kind.
The scammer’s emails are time-stamped; his name has been changed. My comments are in bold.

I hope this email brings you perfect health. My name is Daniel Stevens, Secretary General of the Korea Civil Aviation Authority (KOCA). (Korean, We would like to inform you that the Korea Civil Aviation Authority (KOCA) has discovered two abandoned consignment boxes registered in your name. (Korean, were scheduled to be delivered to you.
We discovered that a consignment box containing an undisclosed amount of money from the UN/Compensation and Compensation Commission had been abandoned by a designated diplomat after Customs failed to provide the necessary clearance, and a recent scan revealed that the trunk had been sealed with metal weighing approx. It turns out that it is. 27 kg each. Two boxes containing an undisclosed amount of money were found. The consignment was abandoned because the consignee did not properly declare the contents of the cargo as “FUNDS,” but declared it as personal effects to prevent misappropriation by the carrier and inability to pay non-inspection fees by diplomats.
According to my documents, the box contaiKorea Civil Aviation Corporation (KOCA) (Korean)
needs fifteen million U.S. dollars ($15,000,000.00) and the cargo is still stored here at the Korea Civil Aviation Administration (KOCA). (Korea to date. Approximate cargo details are as follows: Your name, email address and official documents from the UN office are all tagged in a sealed metal trunk box.
I have been instructed by the principal to personally contact me about this development and prepare my heart to receive my consignment box. If you receive this message, please contact me immediately.
thank you
Stephen Daniel
I ditched my standard reply.
Mr Stevens
No-one ever told me about a consignment. Are you certain about this?

Mr Malcolm Reynolds
I'm very certain about this sir so you need to provide your international passport copy, phone number and shipping address so that we can start the process of delivery to your doorstep
I hope to hear from you soon
Regards
Daniel Stevens
Not so fast there, Bubba-Louie! There’s something that needs resolving.
Mr Stevens
I have an important question.
"a consignment box containing an undisclosed amount of money from the UN/Compensation and Compensation Commission had been abandoned by a designated diplomat after Customs failed to provide the necessary clearance" and "The consignment was abandoned because the consignee did not properly declare the contents of the cargo as “FUNDS,” but declared it as personal effects to prevent misappropriation by the carrier and inability to pay non-inspection fees by diplomats".
I don't understand how that could have happened.

Mr Malcolm Reynolds this consignment was to be delivered to you by a diplomatic agent assign by the UN to make the delivery to you,
But the delivery agent was not honest with the Customs maybe he wanted to run away with your funds that is why he has to delivered it as personal effects
So i have been assigned by the UN to contact you and make sure the delivery is done as soon as possible
i hope to hear from you soon
I give him some rope…
Mr Stevens
So if I've got you right, the customs in Korea stopped a diplomat and demanded non-inspection fees. The customs seized his consignments after he refused to pay, or was unable to pay, those fees. Please confirm my analysis.
Malcolm Reynolds
… And he promptly hangs himself!
2149 AEST
Mr Malcolm Reynolds
Yes, that is correct. He was not able to make payment for the non-inspection fees wish is 2,500$ so the customs has to deposit the consignment in their storage room for the fees to be paid so that delivery can be completed.
Hope to hear from you soon
Mr Stevens
That can't be right. Diplomats can't be stopped and searched. That would have been a flagrant breach of the Vienna Convention.

Mr Malcolm Reynolds you are wrong the diplomat could not provide Diplomatic Non Inspection Document so he has to pay the fees this is how it work all over the world my friend
I sometimes like to answer a scammer by paraphrasing his email.
Mr Stevens, you are wrong. Diplomats don't have to provide non-inspection documents so there are no non-inspection fees. That applies all over the world, my guy.
2357 AEST
Mr Stevens i have know reason to lie about anything is up to you if you are ready to receive your funds
If you have no reason to lie, why did you lie?
14 April
I did not lie and i will never lie
Time to put my cards on the table.
Let me point something out. I'm a retired US Marine. One of my varied duties was guarding US embassies in three countries. I got to know a lot of consular personnel, including diplomats. I know how the Vienna Convention works. That is how I know that you are lying. So don't give me that bullshit about never lying, because that is a lie in itself.
The scammer promptly contradicts himself. He goes from “this is how it work all over the world” to “the South Korea System is not like your country”, apparently without blinking (or thinking).
0022 AEST
Mr Malcolm Reynolds you are very wrong the South Korea System is not like your country
The Vienna Convention applies worldwide. Don't try to throw dust on my eyes with that "the South Korea System is not like your country". You're trying to bluff without any cards.
0030 AEST
I will not be here arguing with you. This should also be the reason why the first agent abandoned your consignment here
so whenever you are back to your senses just contact me
If the UN had really sent me anything, I would have been told about it.
The UN has no reason to send me fifteen million dollars.
I would never have asked to be sent fifteen million dollars in cash, and I would never have accepted fifteen million dollars in cash.
If you have actually arrested a diplomat, you would no longer be the Secretary General of the Korea Civil Aviation Authority (KOCA). You'd be fired so high you'd make it into orbit.
In other words, you're full of shit.
He makes a final attempt to salvage the scam…
0107 AEST
This money is a compensation from the UN because you have been scammed in the past
But he gets shot down.
I've never been scammed, Bubba-Louie.
Nice try, Lao Che, but as the Eskimo told the ice box salesman, I ain't buying it.
And that’s all.
