I have to ask whether you're making this offer in an informed manner, for reasons that I'll explain.
First off, I'm a retired US Marine with eighteen years of service during which I rose to the rank of Captain. During those years, many exercises and maneuvers were staged with Libya, and your father, as the target. Had I received the order to kill him, I would have done so without hesitation. That said, I think that the manner of his death was repulsive and inexcusable.
Secondly, you wrote, "I am interested in you for investment project assistance in your country, may be from there, we can build business relationship in the nearest future" - I make a living nowadays as a survival instructor; my business and investment expertise is effectively zero.
Final note; I can't read the article you linked to, because it's behind a paywall.

It is good to hear from you regarding your intentions to move these funds out from its present Destination.It was formerly in Libya,before it was moved to one of the Banks in UK,as things unfolds with you and the Attorney,who knows the origin of the funds from onset.
Muammar Gaddafi is not my husband,he is my father,i am only the biological daughter,a point of correction.
I would need your full contact details with phone& fax numbers and your Identification card.
I would also like to know if you can handle such big amount of funds in your country without government prying into it.Also paper work & documents backs up MY profile proof.The Attorney would prepare all the paperwork for the movement of the funds. Once the funds have been moved to your custody.I want you to believe without the lawyer,all we are doing is
illegal,So an Attorney is needed for the safety of the funds.
Kindly see reason with the Attorney and do the needful,if the need arises and save me from more hardship as per my Asylum.i cannot make calls or even send you my id,which i dont have,i only have my pics which is attached here for your perusal.Mind you, you are the only person than can do that for me,apart from your own percentage,once the whole transfer is done,we will meet for the disbursement of the funds,then i will still settle you too with whatever you had spent in the course of the transfer,presently i am cash scrapped,not even a dime,do understand my present plight.
