This is a good idea.
Of course, Mr A will accuse the scammer of incompetence and laziness. I will send him an email first saying "I refuse to recall the money because I live over 2 hours away from the outlet. I have just had a good idea though, maybe your boss, Captain Dej, could fill it out?"

I think we can also take him by surprise. Quietly cc Dej in your replies and after a while, you thank Dej for filling the form and send the payment details with a faux MTCN (for Dej's payment of course ). Then you can blame him for incompetence and laziness. It's up to you, let me know what you decide.

My reply (with Dej in cc) I haven't mentioned Dej yet, be if the scammer keeps on being lazy, I will ask him to fill it out instead. His reply, maybe he will finally comply? Hard to tell if he's serious about the form My reply, I will leave him alone after this until he fills out the form. I am still not too sure if he is serious about it. Worth trying though Hopefully by tonight (in an ideal world) he will have filled out the form. I will then give him the receipt telling him to phone the MoneyGram bot. If he doesn't play along, or delays for too long, Mr A will send the email to Captain Dej. Dej will then happily "fill out the form" and steal the money from the scammer yet again. Either way, we have a very stressed out scammer who is desperate for the money. So close yet so far.

Update again, he still hasn't responded at all. I still won't be sending any emails to him until he gets back to me, but I can't imagine it takes this long to do it? I suppose patience is needed. If he doesn't make contact with me by tomorrow evening, I will go ahead with the Captain Dej plan.

It might take longer than you think. Printers and Scanners are often difficult to access in Africa.
Depending on where he lives, he might have to go on a 10-30 minute trip to a printing shop.

Captain Nigeria Is a good point, usually he is very quick to reply to my emails, but has ignored my recent ones. Probably a sign he is busy... I will check throughout the day tomorrow. I am still optimistic about it all, but I'm not getting my hopes up too high.

UPDATE! I have checked my email on my phone, and he has at least filled out one page. I have no idea if he has done all 6 pages. I will check later this afternoon Looks like the idiot only filled out the first page. Obviously these will be rejected and Mr A will ask him to redo the whole lot. I will share the first page of the form (the only one he did) here later

The scammer finally gets back to Mr A (The scammer has sent 8 emails today, most of these emails are the same, so only the most interesting ones are here)
And here is the one page of the form he filled out. He didn't even complete all the questions. Very disappointing. Much more effort required Mr A responds, making it sound like the scammer probably just made a mistake when attaching the file (almost certainly not true). I'm sure the scammer will be very happy. Mr A will remind the scammer that the only way for the MTCN to be released is for the whole form to be completed. Mr A has already had to wait over a day for him to complete his form, so wont be happy at all when the scammer inevitably complains about it. He replied, ignoring my last email seemingly. He sent 4 similar emails within ten minutes of each other My response, Mr A is very upset I won't be responding to him until he fills out all six pages. I don't think he will be happy at all.

He really doesn't want to fill it out.
Mr A is having none of it, and threatens to end the deal if he doesn't comply. I don't know what he will do next, and it might be over.
Fingers crossed he fills out the whole thing. If he sends more complaining, I just won't bother responding and the bait will be over. If he does take that path, he will probably be sending emails to Mr A for weeks without any replys. Hopefully he does the right thing, and fills out the form
(sent before my email, he is probably very upset and confused and sending load of emails recently)
This email was sent twice But, Mr A won't be responding until he fills out the form. Somehow, I don't think he will fill out the form.

He just might. If you stop responding for a while, there's a chance he'll cave in.

Captain Nigeria he hasn’t responded yet. I won’t be replying at all unless he produces the form. I think he is quite invested in this to give up now besides we have been talking for a month. He is desperate for his money

He sent an email today, clearly he has no intention to fill out the whole form. I think he is very lazy and I'm probably wasting my time I'm probably just going to send him the MoneyGram bot and call it a day. He is being very tedious and I'm not really having fun with him anymore. Do you think he would even accept it? One way to find out. Hopefully this convinces him to phone the number quickly. I won't be sending him anymore emails after this, unless he comes up with something outrageous (or he fills out the whole form which I think is unlikely).
His response And I just responded with the phone number again.
His response, he is a bit suspicious My excuse.

Well he has definitely called the MoneyGram bot as he correctly listed the first four numbers 6627, but I checked the list and it seems not to have updated. I will add to thread as soon as I can

Here are the emails he has sent to me since he got the MoneyGram number XD This one was sent at 4:03 AM!!
So he definitely very happy with his time with the MoneyGram bot. I'll leave him alone until tonight, and consider what my response will be.

Update: The scammer has sent plenty of emails complaining about the whole thing, but my internets playing up at the moment. I have found it hard to send any emails. I guess he will just have to wait until tomorrow for Mr A's reply. I'm sure he will be very happy to wait

Okay, lets try and catch up here. I have missed out a few emails (he has sent a lot to Mr A) because they were the same or similar to ones posted here. This was sent 1 hour ago... He is clearly very tired of all this, yet the money is so close he just can't give up He has called MoneyGram twice more. Listen hereHe has also called Lenny once more, but it's a short and uninteresting call. Listen hereI'm not too sure what I should say to him next? Do I send him the MoneyGram form that says the money has been sent? Or do I say that there was some sort of glitch or error, and he need to complete the six page security form in order for a new MTCN to be released? He is definitely still desperate for money, but some idea's would be welcome?

One idea..... Send him the SafePay Report: Denied notice docs.google.com/forms/d/e/1FAIpQLSdNFloHmzV33K6-tUZrVYJMvp3APLuSF38_SGLZvn9Wh4Pxgg/viewformWhich clearly shows why his bullshit answers were not good enough to release the money. How can he expect to get the funds if he is going to abuse the system by saying things like "He has known you for 2 years". Reiterate that you have done everything correctly and trusted him. He keeps changing his mind and lying about stuff. Hopefully you will have him begging for forgiveness and willing to do more to regain your trust. Just a suggestion. It's your bait to do with as you wish. STS

It's a good idea, I really want him to fill out that six page security form. I could send him that, and say that MoneyGram would now only release the MTCN when the form is filled out. I could also tell him to send photos of him holding a sign saying something like "I am sorry for lying" or something. I think he deserves that lol.

Mr A was sent the form, and he is NOT happy with our scammer How could he lie like that... (attached was the Denied Notice) I don't think he will be too thrilled when I get back to him tomorrow, stating that he needs to complete the entire 6 page security form. Not only as a requirement from MoneyGram, but also to gain the trust of Mr A back. == Another email from him (I don't think he has read my email yet but I don't know) Looks like he has seen the email, he probably freaked out and flipped the table over or something. He earlier accused Lenny (Mr A) of not hearing very well, so it's nice to know we are equal with that Another one here, another happy customer for MoneyGram Looks like he is inventing this ear problem as an excuse for not answering the questions properly. It's not going to end well for him... My reply, I won't be sending him anymore tonight. He will have to wait until tomorrow evening for Mr A to go to MoneyGram and work it all out His response More emails from him, looks like he is very happy XD Looks like he's having a little temper tantrum

Captain Nigeria he really isnt enjoying his time with Mr A ScammingTheScammers thanks for adding, I’ll listen later I am away from my computer atm, so ill add to the thread later. He has sent me lots of angry emails demanding I withdraw the money from moneygram. Of course, MOneygram has frozen the money for 21 days due to the failed test questions, and Mr A will not be paying any more fees at all!! The funds can be released right away if he completes the 6-page form.

Okay, time to catch up on some of his emails. Mr A also sent a few from his mobile phone! Mr A then sent this (no more responses from Mr A for the entire day LOL) His very quick response *I think not, I'm quite happy with the endless delays He did send a few more emails, but they were boring reminders for Mr A to go to the bank, and account info he has sent a million times! I have yet to send him an email, it will be full of anger and annoyance. it will tell the scammer that the money has been frozen by MoneyGram for security reasons, and cannot be withdrawn for 21 days unless both party's complete the 6-page security form. Obviously Mr A has already completed it. I will add laterSent a few minutes before my email below (he sent this twice)
